数字技术在社区治理的效度与限度——基于成都市G社区的实证分析

The Practical Logic of Digital Technology in Social Governance: an Empirical Analysis Based on the G Community in Chengdu

社区治理是国家治理体系和治理能力现代化的基础,信息技术成为推动社会治理体系和社会治理能力现代化的重要方式已成为共识。以数字技术为驱动力,规范权利运行和公共秩序稳定的体制机制,推动社区治理体系现代化;实现多元治理主体积极参与并寻求公共利益最大化,推动社区治理能力现代化;解决社区行政有效而治理失效、回应性治理问题等,推动治理理念的转变。成都市G社区数字技术赋能社区治理实践,证明了数字技术在赋能社区治理现代化方面的可行性和有效性。最后从界定数字技术赋能的阈值边界、强化数字技术赋能社区治理的人情味、解决数据确权等方面,克服数字技术在社区治理中的局限。

Community governance is the foundation of the modernization of national governance system and governance capacity. It has become a consensus that information technology has become an important way to promote the modernization of social governance system and social governance capacity. With digital technology as the driving force,we promote the modernization of community governance system through the institutional mechanism that regulates the operation of rights and the stability of public order;realize the active participation of multiple governance subjects and seek to maximize public interests to accelerate the modernization of community governance capacity;solve the problems of effective community administration but ineffective governance,responsive governance and the like,so as to facilitate the transformation of governance philosophy. The study demonstrates the feasibility and effectiveness of digital technology in empowering community governance modernization with an empirical analysis of the governance practice of G,a digital technology empowered community in Chengdu. Eventually,the limitations of digital technology in community governance are overcome in terms of defining the threshold boundary of digital technology empowerment,strengthening the human touch of digital technology empowerment in community governance,addressing data validation,etc.
