十八大以来党强化生态文明制度执行力的重大举措和基本经验

Major initiatives and experience of CPC in strengthening the implementation of ecological civilization system since the 18^(th) CPC National Congress

强化生态文明制度执行力是一项复杂的系统工程。十八大以来,中国共产党强化生态文明制度执行力举措之全之实为前所未有。这主要呈现于制度的优势、地位、体系、法律功能、价值导向、科学建设及其执行的责任制度、监督问责制度、体制机制、技术财力、队伍建设、教育环境、国际背景等诸多生态文明制度执行力影响因素维度之中。强化生态文明制度执行力在认识和实践上也积累了丰富而鲜活的经验,主要表现为坚持党的领导和习近平生态文明思想指引是根本保证;构建科学合理的生态文明制度体系是首要前提;党政领导干部带头执行生态文明制度是关键所在;多元激励生态文明制度执行主体是动力保障;建立生态文明制度执行合作机制是重要支撑;加强生态文明制度执行能力建设是必要基础。

It is a complex systematic project to strengthen the implementation of ecological civilization system.Since the 18^(th)National Congress,the Party has been greatly stepping up efforts to this system mainly in the dimensions of the system’s advantages,status,structure,legal functions,value,construction and the factors behind the implementation including those of responsibility,supervision and accountability,technology,funds,team building,educational environment,and international background.Much experience has been gained:adhering to the Party ’s leadership and the guidance of Xi Jinping ’s ecological civilization thought;building a highly-structured ecological civilization system;encouraging leading Party members and cadres to set an example;providing sufficient incentives to ensure the implementation;promoting cooperation at all levels;and improving the effectiveness of implementation.
