摘要
公立医院“关键岗位”轮岗制度建设作为一项重要的廉政风险防控措施,对医院党风廉政建设和内控建设有重要意义。本研究基于COSO内部控制框架和方法,结合公立医院内控建设政策要求和工作实践,从机制建设、风险评估、流程规范、信息沟通和监督检查等方面,研究分析新形势下公立医院“关键岗位”轮岗机制的构建和完善。
As an important risk prevention and control measure of corruption risk,the construction of"key positions"rotation system is of great significance to building good conduct and political integrity in public hospitals.Based on the COSO internal control framework and the policies and practices of public hospitals,this paper studied and analyzed the construction and improvement of"key positions"rotation system in public hospitals from the system construction,risk assessment,process specification,information communication,supervision and inspection.
