21世纪以来我国社区教育政策研究——基于NVivo的政策文本分析

Research on China’s Community Education Policy since the 21st Century——Based on NVivo Policy Text Analysis

以2000—2021年以来的社区教育政策文本为研究对象,从政策工具、社区教育发展要素两个维度进行NVivo质性文本分析。研究发现,现行社区教育政策存在政策发布主体间合作不足,政策工具结构亟须优化、资源配置机制有待改善、政策工具与社区教育发展要素结合不紧密等问题。基于此提出,协调政策主体合作,促进社区教育多元发展;优化政策工具组合,更加有效地落实社区教育政策;完善现有社区教育资源配置机制,加大财政支持力度;统筹社区教育发展,系统规划社区教育政策。

Taking the policy texts in community education since 2000—2021 as the research object,this paper makes the NVivo qualitative text analysis from two dimensions of policy tools and community education development elements.It is found that the current community education policy has insufficient cooperation among the policy issuing subjects,the structure of policy tools urgently needs to be optimized,the resource allocation mechanism needs to be improved,and policy tools are not closely combined with community education development elements.Based on this,it is proposed to coordinate the cooperation of policy subjects and promote the diversified development of community education;optimize the combination of policy tools to implement community education policies more effectively;improve the existing resource allocation mechanism of community education and increase financial support;coordinate the deve-lopment of community education and systematically plan community education policies.
