从运动式治理到常规化治理:脱贫攻坚与乡村振兴有效衔接的逻辑转换

From campaign-style governance to conventional governance:the logical transformation of the effective transition between poverty alleviation and rural revitalization

脱贫攻坚与乡村振兴有效衔接的关键在于治理逻辑的转换。脱贫攻坚被看作是运动式治理在扶贫领域的典型呈现,但又与传统的运动式治理理论不同,其实无论是在运作逻辑、动员强度以及治理效能方面运动式治理都有新的拓展,对其我们不应抱有“病理学”的态度。治理逻辑的衔接就是要做好乡村振兴在组织结构、治理主体、治理规则与技术以及治理资源等方面实现常规化治理转型。在政策优化上进一步处理好短期任务与长期目标、政策统一性与地方差异性、行政干预与农民参与以及社会公平逻辑与市场效率逻辑之间四类关系,只有逐渐将脱贫攻坚融入到乡村振兴之中,并实现创造性转化与创新式发展,才能够真正做好两大战略的有效衔接。

The key to the effective transition between poverty alleviation and rural revitalization lies in the transformation of governance logic.Poverty alleviation is regarded as a typical manifestation of campaign-style governance but it is different from the traditional campaign-style governance in terms of operational logic,mobilization intensity and governance efficiency,and there should be no"pathological"attitude towards it.The convergence of governance logic is to achieve regular governance transformation in terms of organizational structure,governance subjects,governance rules and technologies,and governance resources in rural revitalization.In terms of policy optimization,we should further handle the relationship between short-term tasks and longterm goals,policy uniformity and local differences,administrative intervention and farmer’s participation,and social fairness and market efficiency,Only by gradually integrating poverty alleviation into rural revitalization and realizing creative transformation and innovative development can we truly link the two major strategies.
