数字乡村建设视域下村民自治组织的实践逻辑与优化策略

The practical logic and optimization strategy of villagers’autonomous organizations from the perspective of digital village construction

数字乡村建设的关键是重建农村社区,而农村社区重建最重要的是发挥好村民自治组织的有效治理价值。村民自治组织具有角色定位清晰、体系结构健全、整合多元利益和选拔精英人才的优势,能够在数字乡村建设进程中发挥提供公共服务、调解民间纠纷、保护集体财产的作用。尽管如此,当前村民自治组织也存在政治层面的行政倾向严重、组织层面的结构体系涣散、经济层面的治理资源缺失等困境。因此,现阶段唯有合理划分治理边界、明确角色定位,构建村庄组织体系、增强组织能力,促进乡村经济建设、提高村民参与,才能促进村民自治组织的有效治理,最终实现数字乡村建设的战略目标。

The key to digital village construction is to rebuild rural communities,and the most important in rural community reconstruction is to give play to the effective governance value of villagers’autonomous organizations.Village autonomous organizations have the advantages of clear role positioning,sound system structure,integration of multiple interests and selection of elite talents,so they can provide public services,mediate civil disputes and protect collective property in the digital village construction.However,there are problems in the current villagers’autonomous organizations such as serious administrative tendencies at the political level,the disorganized structural system at the organizational level,and insufficient governance resources at the economic level.Therefore,only by rationally dividing governance boundaries and clarifying role positioning,building a village organization system to enhance organizational capacity,promoting rural economic construction and increasing villagers’participation can the effective governance of villagers’autonomous organizations be promoted,and digital village construction be realized.
