共同富裕视角下数字乡村建设的内在逻辑与实现路径——以浙江省实践为例

The internal logic and realization path of digital rural construction from the perspective of common prosperity:based on the practice of Zhejiang Province

实现共同富裕,数字乡村建设是关键路径之一。数据承载的信息成为一种关键的生产要素,催生、激活和放大数字技术的扩散效应、溢出效应以及普惠效应,为数字乡村建设提供了赋能机制、共享机制以及均衡机制,能有效促进共同富裕的实现。浙江作为高质量发展建设共同富裕示范区,以数字化改革撬动共同富裕体制机制创新取得重大突破性成果,具体实践包括:高水平规划引领数字乡村顶层设计,数字赋能推进乡村产业转型升级,数字化改革推动公共服务优质共享以及治理数字化转型提升乡村治理效能。但是,数字乡村建设在具体实践中也面临一些挑战,具体包括:代际与阶层数字鸿沟问题,隐私泄露风险问题以及数字乡村建设资金、人才等资源相对缺乏等,需要通过强化数字乡村顶层设计,加强政企合作;创新乡村人才培养体系,提升数字技能和素养以及规范政府数字监管,合理平衡数据共享与隐私保护等路径来更好推动数字乡村建设,最终实现共同富裕目标。

Digital rural construction is one of the key ways to achieve common prosperity.The information carried by data has become a key production factor,so catalyzing,activating and amplifying the diffusion effect,spillover effect and universal benefit effect of digital technology and providing enabling mechanism,sharing mechanism and balanced mechanism for digital rural construction can effectively promote the realization of common prosperity.Zhejiang province,a high quality common prosperity demonstration area,have made major breakthroughs in the mechanism of common prosperity with digital reform.Specific practices include the top-level design of digital countryside by high-level planning,digital empowerment promoting the transformation and upgrading of rural industries,digital reform promoting the quality sharing of public services,and digital transformation of governance enhancing the effectiveness of rural governance.However,digital rural construction also faces some challenges in practice,including the digital divide between generations and classes,the risk of privacy disclosure,and the lack of funds,talents and other resources.It is necessary to strengthen the top-level design,strengthen the cooperation between government and enterprise,innovate the rural talent training system,improve digital skills and literacy,standardize the government’s digital supervision,reasonably balance data sharing and privacy protection to better promote the digital countryside construction and ultimately achieve the goal of common prosperity.
