健全自然资源融合管理机制研究

Research on improving the natural resource convergence management mechanism

融合管理是深化生态文明体制改革的时代所需。自2018年国务院机构改革以来,自然资源综合管理得到强化,但仍存在管理不融合的问题,在很大程度上影响了管理效能。基于问题导向,分析自然资源管理中的理念不够融合、制度不够衔接、体制不够协调、标准不够统一、数据不够共享等问题。基于系统观和整体观,从加强理念认同、强化制度衔接、探索决策创新、优化部门职责和推进技术互联互通等5个方面提出了健全自然资源融合管理机制的建议。

The convergence management is needed for the times to deepen the reform of the ecological civilization system.Since the institutional reform of the State Council in 2018,the comprehensive management of natural resources has been strengthened,but there is still some problems of management disconverge,which greatly affects the management efficiency.Based on the problem-oriented approach,this paper analyzes the problems,such as unintegration of concepts,uncoordinated systems,uncoordinated systems,inconsistent standards,and data without sharing.Based on the systematic and holistic view,this paper proposes suggestions for the natural resource integration management mechanism from five aspects:strengthening concept recognition,enhancing system linkage,exploring decision-making innovation,optimizing department responsibilities,and advancing technological convergence.
