中国省际虚拟水生态补偿研究

Research on China’s inter-provincial water ecological compensation

省际贸易导致中国省域间虚拟水转移存在经济收益与环境成本不对等的不公平性现象,为了促进区域间协调发展,需要通过跨区域生态补偿方式来平衡资源环境利用主体间的利益关系。根据区域生态补偿的理论,若一个地区的发展占用了其他地区的生态资源,理应就占用部分的生态资源对被占用地区进行补偿。基于“谁受益,谁承担”的公平性原则,构建中国省际虚拟水占用责任公平配置模型,得到公平共担责任原则下的水资源占用量,并以此构建跨区域虚拟水生态补偿模型,完善中国虚拟水生态补偿机制。

Provincial trade could lead to the unequal unfairness Phenomenon of economic benefits and environmental costs in the transfer of virtual water between provinces in China,in order to promote the coordinated development between regions,it is necessary to balance the interests of resources and environment among subjects through cross regional ecological compensation.According to the theory of regional ecological compensation,if the development of one region occupies the ecological resources of other regions,it is reasonable the occupied area shall be compensated for the ecological resources of the occupied part.This study is based on the fairness principle of"who benefits,who bears",this study constructs the fair allocation model of China’s provincial virtual water to derive the water resources occupation under the principle of fair sharing responsibility.On this basis,this study constructs the cross regional virtual water ecological compensation model,and perfects the cross provincial virtual water ecological compensation mechanism in China.
