摘要
过去10年,印度的能源外交经历了从“重视油气资源”到“推动以清洁能源为重点的多元议题齐头并进”的转型。在此进程中印度采取若干新策略,包括结网策略及善用国际议程设置功能策略等。这些策略的主要目的在于提升印度在全球能源合作网络中的中心性,增强印度的话语权,利用网络的连通效应和互惠效应拓展“朋友圈”以提升能源外交的效能,确保国内能源供给安全,以及促进气候变化背景下的能源转型。此外,印度还希望借机获取更多额外非物质回报。在当前能源议题正嵌入“发展与安全”联结情境之下,印度能源外交新策略已取得一定成效。这些策略大概率会在印度能源外交的未来实践中进一步得到运用。印度能源外交新策略可能给中印在能源领域的互动关系带来复杂影响,值得高度关注。
In last decade,India's energy diplomacy has undergone a transformation from“focusing on oil and gas resources”to“advancing multi-fields side by side with focusing on clean energy”.This article examines several new tactics of India's energy diplomacy,including networking tactics and leveraging the international agenda-setting function.The article argues that the main purposes of these tactics is to enhance India's centrality in the global energy cooperation networks,increase India's international energy discourse,and expand the“circle of friends”by using the network's connectivity and reciprocal effects for enhancing the efficiency of energy diplomacy and ensuring the security of domestic energy supply as well as promoting India energy transition in the context of climate change.In addition,India also hopes to take the opportunity to obtain more additional immaterial rewards.These tactics has achieved certain results and which are likely to be further applied in the future practices of India's energy diplomacy.The new tactics of India's energy diplomacy may also have a complex impact on the interaction between China and India in the energy field,which deserves high attention.
