摘要
本文基于2015-2018年的相关数据,对关中平原城市群所涉及的三个省11个主要城市,运用DEA静态和Malmquist指数动态相结合的方法,测算分析了三省不同区域的财政科技投入效率。研究发现:第一,纯技术效率低下是造成关中平原城市群综合技术效率整体偏低的主要原因,技术推进速度的缓慢则造成了全要素生产率下降;第二,11个城市间效率差异明显;第三,2015-2018年间关中平原城市群的全要素生产率出现不同幅度的波动。基于此,提出应建立财政科技投入稳定增长机制,创新财政科技投入模式,按不同层次的效率值分类精准施策,加强城市群内部资源整合。
As the government attaches more importance to science and technology, the scale of financial science and technology expands. It has become an indispensable part to evaluate and analyze the efficiency of financial science and technology investment and put forward optimization suggestions. Based on the relevant data from 2015 to 2018, this paper calculates and analyzes the efficiency of financial science and technology investment in different regions of the three provinces by using DEA static analysis and Malmquist index dynamic analysis method for 11 major cities in the three provinces involved in guanzhong Plain urban agglomeration. The results show that: first, low pure technical efficiency is the main reason for the overall low comprehensive technical efficiency of guanzhong Plain urban agglomeration, and the slow speed of technological advancement leads to the decline of total factor productivity;Second, there are significant differences in efficiency among the 11 cities. Third, the total factor productivity of guanzhong Plain urban agglomerations fluctuated in different ranges from 2015 to 2018. Based on this, it is suggested that we should establish the mechanism of stable growth of financial investment in science and technology, innovate the mode of financial investment in science and technology, take precise measures according to the efficiency of different levels, and strengthen the integration of resources within urban agglomeration.
