摘要
为了解基层干部治理能力影响因素,探讨压力挑战、使命任务与基层干部治理能力的关系及信任关系在其中的中介效应,在济南市10区2县滚雪球式抽样,以抽中的基层干部(240名)为调查对象,使用压力挑战量表、使命任务量表、信任关系量表及治理能力量表对其进行现场调查与网络调查,回收有效问卷208份,回收有效率为94.55%。结构方程模型结果表明,压力挑战、使命任务对治理能力(公共服务能力和管理创新能力)的呈现显著正相关。通过干部培训和队伍建设等方式设置压力挑战源,同时,通过动态管理和完善考核来增强使命任务感,发挥信任与关系的桥梁与纽带作用,从而促进基层干部治理能力提升。
To understand the influencing factors,and to explore the association of pressure challenges,mission tasks and governance capabilities,the mediating effect of relationships and trust.Snowball sampling was used to select grassroots leaders from 10 districts and 2 counties of Jinan City,and 240 people were selected as the investigation subjects.Pressure Challenges Scale,Mission Tasks Scale,Relationships&Trust Scale and Governance Capability Scale were applied to assess the people.A total of 208 valid questionnaires were collected and effective recovery rate was 94.55%。The result of SEM revealed that pressure challenges,mission tasks had a positive effect on governance capabilities,especially on the ability of public service and management innovation.It is necessary to set up pressure challenge sources through practical training and team building,enhance the sense of mission through dynamic management and improvement assessment,and make the most of its role as a bond and bridge,so as to promote the governance capabilities.
