复杂艰险山区铁路建设项目模块化管理绩效评价研究 被引量:3

摘要 对项目模块化管理绩效进行综合评价,可以衡量复杂艰险山区铁路建设项目模块化管理实施效果,进而推动模块化管理在复杂艰险山区铁路建设项目实践中的成功实施与持续改进,提高项目建设效益。立足于绩效评价过程及结果2个维度,借助逻辑框架法挖掘复杂艰险山区铁路建设项目模块化管理的绩效输入及输出渠道,从投入、产出及效果3个方面定义项目模块化管理成功标准,以此为依据选取绩效评价指标,构建包含6个1级指标和43个2级指标的复杂艰险山区铁路建设项目模块化管理绩效评价指标体系。基于层次分析法(Analytic Hierarchy Process,AHP)-熵权法的组合赋权法,综合确定指标权重,通过层次分析法和熵权法分别得出指标主客观权重以后,基于线性加权思想,计算组合权重并建立模块化管理绩效综合评价云模型,通过输出评价云图及云图之间的相似度得出评价结果。最后,将上述方法应用于某复杂艰险山区铁路建设项目,评价综合云与评价基准云的叠加效果及二者的相似度,计算结果均表明该项目模块化管理绩效评价结果为“良好”,与工程实际情况一致,说明绩效评价体系合理。研究成果能够应用于工程实践,为推进模块化管理方法在复杂艰险山区铁路建设项目中的应用实践、提升项目模块化管理水平提供借鉴和参考。 A comprehensive evaluation of the performance of project modularization management can measure the effect of modularization management in complex and difficult mountainous railroad construction projects.Thus,it can promote the successful implementation and continuous improvement of modularization management in the practice of complex and difficult mountainous railroad construction projects and improve the project construction efficiency.Based on the two dimensions of performance evaluation process and results,this paper mined the performance input and output channels of modularization management of complex and mountainous railroad construction projects with the help of logical framework method.The success criteria of project modularization management we redefined from three aspects of input,output and effect,selects the performance evaluation indexes.A complex and mountainous railroad construction modularization management performance evaluation index system was constructed,which contained 6 primary and 43 secondary indexes.The performance evaluation index system of modularization management of construction projects was constructed.The index weights were determined based on the combination of AHP-entropy weighting method.And the combination weights were calculated based on the linear weighting idea after the subjective.The objective weights of the indexes were derived from the hierarchical analysis method and entropy weighting method respectively.A comprehensive evaluation cloud model of modularization management performance was established,and the evaluation results were obtained by outputting the evaluation cloud and the similarity between the clouds.Finally,the above method was applied to a complex and difficult mountainous railroad construction project.The superposition effect of evaluation comprehensive cloud and evaluation benchmark cloud.The similarity calculation results show that the modular management performance evaluation result of the project is“good”,which is consistent with the actual situation of the project,indicating that the performance evaluation system established in this paper is reasonable.The research results of this paper can be applied to engineering practice.It can provide reference for promoting the application of modularization management method in complex and difficult mountainous railroad construction projects and improving the level of project modularization management.
