人民城市:中国共产党城市治理观的历史演进与实践展望

People’s City:The historical evolution and practical prospect of the view of urban governance of the Communist Party of China

推进国家治理体系和治理能力现代化,必须抓好城市治理体系和治理能力现代化。西方城市治理经历了城市权力结构、城市增长机器到城市政体理论的发展演进。我国在党的领导下,从管制城市时期的“单位制城市”到向经济和社会拓展的经营城市后,走向以现代化为目标的城市治理。透析治理主体演化、价值理念传承、治理方式发展和现实诉求回应,党形成以人民为中心城市治理观发展线路。结合城市治理的内在自觉,进入新时期党以人民为中心的城市治理的要点在于把握激发多元主体的积极性、优化治理空间的多元性、凸显治理的人民性和遵循治理的规律性。

To modernize the country’s governance system and capacity,we must do a good job in modernizing the urban governance system and capacity.Urban Governance in the West has experienced the evolution from urban power structure,urban growth machine to urban regime theory.Under the leadership of the CPC,from the“unit city”in the period of city control to the city management expand to economic and society,to the urban governance aiming at modernization.Through the analysis of the evolution of the main body of governance,the inheritance of the value idea,the development of the governance mode and the response to the realistic demands,the party formed the development route of the people-centered view of urban governance.Combined with the inner consciousness of urban governance,the key points of the party’s people-centered urban governance in the new period are to arouse the enthusiasm of the pluralistic subjects,to optimize the pluralism of governance space,to highlight the people-oriented governance and to follow the law of governance.
