实施乡村振兴战略是新时代党中央作出的重大决策部署,推进乡村全面振兴,加快农业农村现代化,必须依靠劳动力、资本、科技等要素的强有力支撑。当前,农业农村劳动力供给“量”“质”基础大,但城乡人才双向自由流动壁垒亟须加快破除;农业农村投资总体保持增长,但资本回报在工农城乡间的“剪刀差”问题依旧突出;农业农村科技创新应用成效明显,但关键核心技术仍待突破、“数字鸿沟”仍需警惕。建议强化要素自由流动和平等交换制度建设,夯实乡村振兴人才基础,加大乡村振兴资金投入,强化乡村振兴科技支撑,为乡村全面振兴和农业农村现代化提供稳定要素保障。

The implementation of the rural revitalization strategy is a major decision made by the Party Central Committee in the New Era.To promote the comprehensive revitalization of the rural areas,and accelerate the modernization of agriculture and rural areas,it is necessary to rely on the strong support of factors including labor,capital,science,and technology.At present,the supply of rural labor is sufficient,but the quality of labor still needs to be improved,and the barrier of talent flow between urban and rural need to be broken urgently.Investment in agriculture and rural areas has keep growing,but there is still a large gap in return on investment between industrial and agricultural,also between urban and rural areas.The application of agricultural and rural science and technology innovation has achieved good effect,but some core technologies still needs to be broken through,meanwhile,the harmful caused by digital divide need to be alerted.In order to achieve comprehensive rural revitalization and agricultural and rural modernization,it is recommended to construct a system of free flow and equal exchange of factors,strengthen the education and training of rural talents,increase capital investment on agriculture and rural areas;also enhance scientific and technological support for rural revitalization.
