非对称赶超战略和二十世纪五六十年代科学技术赶超先进国家的尝试都肩负历史使命,但非对称赶超战略更具可实施性、更依赖制度创新。非对称赶超是科技发展到一定阶段面临的新命题,需要对科学技术发展有前瞻性认识、超前规划应与尊重科技发展规律相结合、应以全球视野下的技术格局为参照系。在思想来源上,非对称赶超战略是中国共产党科技赶超思想的体现,蕴涵着中国特色自主创新道路探索过程中形成的自力更生、集中力量办大事等历史经验。

Asymmetric catch-up strategy and the attempt to catch up with and surpass advanced countries in science and technology in 1950s and 1960s both shoulderhistorical missions,but asymmetric catch-up strategy is more implementable and more dependent on institutional innovation.Asymmetric catch-up is a new proposition faced by the development of science and technology at a certain stage,which requires a forward-looking understanding of the development of science and technology,advanced planning combined with respect for the law of scientific and technological development,and a global perspective of the technology landscape as a frame of reference.In terms of ideological origin,the asymmetric catch-up strategy is the embodiment of the CPC’s thought of catching up in science and technology,which contains the historical experience of self-reliance and concentration of resources to do great things formed in the exploration process of independent innovation road with Chinese characteristics.
