制度设计与治理践行是一对相互作用、相互依赖的辩证矛盾,两者缺一不可。其中,成熟的制度机制能够为重构治理秩序、优化治理效能提供强有力的现实支撑。所谓制度驱动,即是指制度供给的动能、制度执行的势能、制度维护的效能。中国特色社会主义事业进入新时代以来,要激发制度内驱力,就必须深化制度改革、强化制度执行、释放制度威力。

System design and governance practice are a pair of dialectical contradictions of interaction and interdependence,both of which are indispensable.Among them,the mature institutional mechanism can provide a strong practical support for reconstructing the governance order and optimizing the governance efficiency.The so-called system drive refers to the kinetic energy of system supply,the potential energy of system implementation,and the efficiency of system maintenance.Since the cause of socialism with Chinese characteristics has entered a new era,we must deepen institutional reform,strengthen the institutional implementation,and release the power of institutions to stimulate the institutional drive.
