“双高计划”高职院校办学评价:理论审视与现实思考 被引量:13

Evaluation of “Double High-levels Plan ” in Higher Vocational Colleges: Theoretical Review and Realistic Thinking

摘要 科学合理的办学评价是确保“双高计划”建设目标如期完成的重要环节。当前,在我国“双高”院校办学评价中存在评价导向具有“目标”倾向、忽视办学效益的适配性、评价过程的监督管理不到位等现实问题,从而产生从绩效到效能、从质量到匹配、从结果到过程的现实诉求。为构建“效益适配、目标达成、内部优化、公众满意”的“双高”院校办学评价框架,通过对“组织有效性”的理论基础与主要要素进行分析,提出“效益维度—目标维度—过程维度—感知维度”四维评价框架。并从补充质性与效能的多元化评价、完善分类评价与第三方评估制度的适应性评价、健全评价过程监督与改进机制的全过程评价提出“双高”院校办学评价的突破路径。 Scientific and reasonable school-running evaluation is an important link to ensure the completion of the construction target of “Double High-levels Plan” as scheduled. At present, there are some practical problems in the evaluation of “double high-levels” colleges in China, such as the tendency of “objective” in the evaluation orientation, neglect of the suitability ofschool-running benefits, and inadequate supervision and management in the evaluation process, which result in realistic demands from performance to efficiency, from quality to matching, and from results to process. In order to construct the evaluation framework of “benefit adaptation, goal achievement, internal optimization and public satisfaction”, a four-dimensional evaluation framework of “benefit dimension-goal dimension-process dimension-perception dimension” was proposed by analyzing the theoretical basis and main elements of “organizational effectiveness”. Finally, the paper puts forward the breakthrough path of the evaluation of “double high-levels” colleges from the aspects of complementing the diversified evaluation of quality and efficiency, perfecting the adaptive evaluation of classified evaluation and the third-party evaluation system, and perfecting the whole process evaluation of the supervision and improvement mechanism of the evaluation process.
