我国高校创新创业教育政策的范式变迁及其嬗变逻辑 被引量:18

Paradigm Change and Evolution Logic of Innovation and Entrepreneurship Education Policy in China’s Colleges and Universities

摘要 在我国进入创新型国家建设的新时代背景下,对我国创新创业教育政策历史变迁规律的探究有助于推动政策的调适与变革,以应对社会情境变化提出的新要求和新挑战。本研究运用Nvivo12 Plus软件对我国自1998年至2021年出台的170个创新创业教育政策文本进行词频和编码分析,基于历史制度主义政策变迁理论,将我国高校创新创业教育政策变迁划分为酝酿萌芽期、试点探索期、迅速发展期和全面建设期四个阶段。从历史制度主义“路径依赖—关键节点”的分析框架发掘其变迁路径,从“宏观结构—中观制度—微观行动者”的分析框架发掘其变迁背后的动力机制。基于此,提出在新的历史节点下,应推动高校创新创业教育政策“价值性目标”的实现、“互联网+”模式的建构、具有中国特色的高校创新创业教育评价体系的完善。 Under the background of China’s entry into the new era of building an innovative country, the exploration of the historical change law of China’s innovation and entrepreneurship education policy will help to promote the adjustment and reform of innovation and entrepreneurship education policy to meet the new requirements and challenges put forward by the change of social situation. This study uses Nvivo12 plus software to analyze the word frequency and coding of 170 innovation and entrepreneurship education policy texts issued from 1998 to 2021. Based on the key node concept of historical institutionalism policy change theory, the policy change of innovation and entrepreneurship education in colleges and universities in China is divided into four stages: embryonic stage, pilot exploration stage, rapid development stage and comprehensive construction stage. Based on the analysis framework of “path dependence-key node” of historical institutionalism, this paper explores its change path, and explores the deep dynamic mechanism behind its change from the analysis framework of “macro structure-meso system-micro actor”. Based on this analysis, this paper proposes that under the new era background, we should promote the realization of “value goal” of innovation and entrepreneurship education policy in colleges and universities, the construction of the “Internet plus” mode and the improvement of China’s innovative and entrepreneurial education evaluation system with Chinese characteristics.
