沪苏浙地区海洋环境治理中的府际合作研究——基于政策文本的量化分析

Intergovernmental cooperation in marine environmental governance in Shanghai, Jiangsu and Zhejiang regions: a quantitative analysis based on policy texts

府际合作作为打破地方政府之间行政壁垒的有力手段,在解决跨域海洋环境治理问题中表现出极大优势,当下也成为学术界研究的热点。为研究沪苏浙地区海洋环境治理中的府际合作状况,将1982—2021年沪苏浙地区海洋环境治理中的政策文本作为研究对象,运用内容分析法、社会网络分析法从合作概况及演进、联合发文文种构成、政策主体网络关系等方面对其府际合作情况进行量化分析。研究发现:沪苏浙地区海洋环境治理中的府际合作网络已基本形成,合作治理目标明确,但仍存在政策体系不成熟且缺乏硬法支撑、央地合作不均衡且缺乏协调机构、运行机制不健全等问题。为了提升海洋环境联合共治的成效,建议应均衡政策过程、建立统一的涉海管理部门、完善有效的运行机制。

As a powerful means to break down administrative barriers between local governments, inter-government cooperation has shown great advantages in solving the problems of cross-domain marine environmental governance, and has become a hot topic in academic research. In order to study the state of inter-governmental cooperation in marine environmental governance in Shanghai, Jiangsu and Zhejiang regions, policy texts on marine environmental governance in the regions from 1982 to 2021 are taken as research objects. By using content analysis method and social network analysis method, this paper makes a quantitative analysis of the inter-governmental cooperation from the aspects of the general situation and evolution of cooperation, composition of joint publications and network relations of policy subjects. The results show that the inter-government cooperation network in marine environmental governance in the regions has basically been formed, and the goal of cooperative governance is clear. But immature policy systems, lack of hard legal support, unbalanced cooperation between central and local governments, lack of coordination institutions, and ineffective operation mechanisms health and other issues are still existed. In order to improve the effectiveness of joint governance of the marine environment, this paper suggests that the policy process should be balanced, a unified marine-related management department should be established, and an effective operating mechanism should be established.
