Study on the Influence Mechanism of Development Planning Decision on the Level of Planning Implementation

基于省、市、县三级官员问卷调研数据,研究发展规划决策对规划实施水平的影响机制。结果发现:决策共识和文本质量是发展规划决策影响规划实施水平的重要中介变量;征求意见、研究论证、遵循程序、衔接协调和适时调规等不同的决策关键要素通过决策共识和文本质量进而影响规划实施水平的路径有明显差异;相对于编制起草过程关键决策要素(征求意见、研究论证和遵循程序),衔接调整过程关键决策要素(衔接协调和适时调规)对规划实施水平更重要。

Based on the questionnaire survey data of officials at three levels of provinces, cities and counties, this paper investigates the mechanism of the impact of development planning decisions on the level of implementation of the plan. Results show that decision-making consensus and text quality are important factors for development planning decisions to affect the level of planning implementation. different key decision-making elements such as soliciting opinions, researching and demonstrating, following procedures, cohesive coordination, and timely adjustment of regulations, etc., have significant differences in the path through which decision-making consensus and text quality affect the implementation level of the plan. Compared to the key decision-making elements of the preparation and drafting process(Soliciting opinions, researching and demonstrating, and following procedures), the key decision-making elements of the connection adjustment process(connection coordination and timely adjustment) are more important to the level of plan implementation.
