摘要
基于新安江流域横向生态补偿政策的准自然实验,运用双重差分法和三步中介回归分析法,实证检验了实施横向生态补偿政策对工业废水污染物减排和绿色发展的影响及其作用机制。研究发现:流域横向生态补偿政策不仅能在短期内显著抑制工业废水污染物排放量,从长期来看也能获得环境和经济的双重红利,实现绿色发展。中介机制分析表明,实施横向生态补偿政策会倒逼产业结构升级,提升科学技术创新能力,从而实现工业废水污染物减排和绿色发展。
Based on the quasi natural experiment of Xin’anjiang river basin horizontal ecological compensation policy, this paper comprehensively used difference-in-difference method and three-step intermediary regression analysis method, and empirically tested the impact of Xin’anjiang river basin horizontal ecological compensation on the industrial wastewater pollutant emission reduction and green development and its mechanism. Results show that, it can not only reduce industrial wastewater pollutant emission in the short term, but also achieve double dividends in the long run. Results of mediation mechanism show that it can realize the emission reduction of industrial wastewater pollutants and green development by forcing the upgrading of industrial structure and improving the ability of scientific and technological innovation.
