高校网上办事大厅运营机制探究

摘要 随着国家关于“放管服”改革的推进,高校网上办事大厅建设与实践取得显著成效。建设网上办事大厅作为优化学校治理的重要举措,需优化其运营机制,以推进机制创新和服务优化。针对高校办事大厅运营中存在的问题,从数据治理、流程优化、多元角色等方面思考网上办事大厅运营对策。通过构建数据服务目录、完善岗位管理机制、创新管理机制等手段,提升师生服务的获得感,构建提升网上办事大厅运营水平的框架及机制。 With the promotion of the state’s policy of "release,management and service",the construction and practice of online service halls in Colleges and universities have achieved remarkable results.As an important measure to optimize school governance,the construction of online service hall needs to optimize its operation mechanism to promote mechanism innovation and service optimization.In view of the problems existing in the operation of the office hall in Colleges and universities,the Countermeasures for the operation of the online office hall are considered from the aspects of data governance,process optimization,and multiple roles.Through the construction of data service directory,the improvement of post management mechanism,the innovation of management mechanism and other means,the sense of gain to teachers and students’ services is enhanced,and the framework and mechanism for improving the operation level of online service hall are constructed.
