Coupling Coordination of Industrial Structure Upgrading and Ecological Environment Optimization

摘要 产业结构与生态环境优化之间能否实现耦合协调,对于经济可持续发展具有重要的现实意义。本文在熵权—耦合协调模型、空间计量方法的基础上,使用2000—2017年中国省级面板数据,分析了产业结构升级与生态环境优化之间的耦合协调状况及影响因素。结果表明:(1)产业结构升级与生态环境优化之间从极度不协调提升到中度协调,反映了两者之间耦合协调状态不断完善。(2)产业结构升级与生态环境优化之间存在明显的空间异质性,大多数省份处于中度协调,少数省份位于高度协调和基本协调,东部地区的耦合协调状态要优于中西部地区。同时,产业结构升级与生态环境优化存在明显的空间集聚效应,具体表现在经济发达的长三角、珠三角、京津冀地区。(3)总体而言,经济发展、城镇化、政府扶持、人力资本能够促进产业结构升级与生态环境优化之间的协调发展,但技术创新的影响为负,环境规制和FDI的影响尚不明显。当然,各个影响因素的空间效应也存在区域异质性。 Whether the coupling coordination between industrial structure and ecological environment optimization can be achieved is of great practical significance for sustainable economic development. Based on the entropy-right-coupling coordination mode and spatial measurement method, this paper analyzes the coupling coordination status and influencing factors between industrial structure upgrading and ecological environment optimization using Chinese provincial panel data from 2000-2017. The results show that:(1) The coupling coordination status between industrial structure upgrading and ecological environment optimization is improved from extremely uncoordinated to moderately coordinated, reflecting the continuous improvement of the coupling coordination status between the two.(2) There is obvious spatial heterogeneity between industrial structure upgrading and ecological environment optimization, most provinces are in moderate coordination, a few provinces are in high coordination and basic coordination, and the coupling coordination status of eastern regions is better than that of central and western regions. Meanwhile, there is an obvious spatial agglomeration effect between industrial structure upgrading and ecological environment optimization, specifically in the economically developed Yangtze River Delta, Pearl River Delta, and Beijing-Tianjin-Hebei regions.(3) In general, economic development, urbanization, government support, and human capital can promote the coordination between industrial structure upgrading and ecological environment optimization, but the effect of technological innovation is negative, and the effects of environmental regulation and FDI are not yet obvious. Of course, there is also regional heterogeneity in the spatial effects of each influencing factor.
