摘要
与正式的国家外交机构相比,日益多元的外交行为体更加依赖非制度性的社会网络参与对外交往,网络中心性成为非国家行为体参与对外交往的核心能力。地方政府参与对外交往既有居间链接中央与地方、国家与社会、高政治与低政治的网络中心性优势,又受以地理位置和经济基础为核心的对外交往资源禀赋所影响。因此,结合网络中心性理论、地理属性及经济基础等要素,可将地方外事及其能力建设区分为全球导向、议题导向和临边辐射三种类型。云南省地方外事是临边辐射型的典型代表,重点围绕间接中心性和紧密中心性两个维度展开:一方面,通过提升间接中心性,将云南省打造为南亚东南亚的区域中心;另一方面,通过提升紧密中心性,强化南亚东南亚辐射能力。尽管如此,云南外事仍需进一步挖掘潜力、提升能力、强化制度,从而实现网络中心性各维度更为合理的平衡。
Compared with formal national diplomatic agencies,the increasingly diversified diplomatic actors rely more on non-institutional social networks to participate in international relations,thus network centrality becoming the core of non-state actors’capacity in terms of foreign engagement.When engaging into international affairs,provincial government is located in-between central and local governments,state and society,and high politics and low politics,thus attaining relatively high centrality,but influenced by its core capacities of foreign engagement,namely geographical location and economic capacities.Therefore,combining network centrality theory,geographical and economic attributes,provincial foreign engagement and its capacity building can be distinguished into three types:global-oriented,issue-oriented,and border radiation.The Yunnan provincial foreign engagement is border radiation typically:on the one hand,through enhancing betweenness centrality,Yunnan Province builds itself as a regional center of South Asia and Southeast Asia;on the other hand,by enhancing closeness centrality,Yunnan Province tries to improve radiation capacity toward Southeast Asia,South Asia and even Africa.Nevertheless,Yunnan provincial foreign engagement still needs to further explore its potential,enhance its capacity and strengthen its institutions,so as to achieve a more reasonable balance among internal dimensions of network centrality.
