SAFE Document No.16[2019]Promulgated by the SAFE on May 30,2019 The branches and foreign exchange administrative departments of the State Administration of Foreign Exchange(SAFE)in all provinces,autonomous regions and municipalities directly under the Central Government,the branches of SAFE in Shenzhen,Dalian,Qingdao,Xiamen and Ningbo,the Guangdong Branch of the General Administration of Customs(GAC)and all customs offices directly under the GAC,together with all national Chinese-funded banks:In order to implement the State Council's Work Plan on Optimizing the Port Business Environment to Enhance Cross-border Trade Facilitation(State Council Document No.37[2018]),innovate supervision methods,and to enhance customs clearance efficiency,the SAFE and the GAC have jointly developed the Provisions on the Administration of Allocation and Transport of Foreign Currency Cash into or out of China(hereinafter referred to as“the Provisions”,see the Annex).The Provisions are hereby printed and distributed with relevant issues noted as follows。
