湖南省疾病预防控制机构经济运行现状分析

Analysis on the status quo of economic operation of disease prevention and control institutions in Hunan Province

[目的]了解湖南省疾控机构2014-2020年经济运行状况,为疾控机构运行机制改革提供参考。[方法]通过卫生健康统计年鉴、卫生财务年报等资料收集相关数据,运用描述性分析和对比分析方法对疾控机构数量、人员情况、资产负债情况、收支状况等指标进行综合分析。[结果]2020年湖南省疾控机构数量减少至200个,在职职工人数年均增长率为-0.58%,卫生技术人员数年均增长率为-0.94%,有17.93%的员工没有编制。2014-2020年总资产年平均增速为11.62%,负债年平均增速为15.34%,资产负债率基本保持在30%左右;总收入和总支出6年间持续增长,年均增长速度分别为14.92%和13.23%。[结论]湖南省疾控机构数量严重不足,卫生人员队伍数量有待提高,资金运行状况较为严峻,财政投入机制有待优化。

Objective To understand the economic operation status of the CDC in Hunan Province from 2014 to 2020,and to provide references for the reform of the operating mechanism of CDC institutions.Methods Relevant data were collected through health statistical yearbook,health financial annual report,etc.,and descriptive analysis and comparative analysis were used to comprehensively analyze the number of CDC institutions,personnel,assets and liabilities,income and expenditure status and other indicators.Results In 2020,the number of CDC institution in Hunan Province had been reduced to 200,the average annual growth rate of the number of employees was-0.58%,health technicians was-0.94%,and 17.93%of employees were hires.From 2014 to 2020,the annual average growth rate of total assets was 11.62%,the average annual growth rate of liabilities was 15.34%,and the asset-liability ratio would be kept around around 30%.The total income and total expenditure increased continuously for six years,with an average annual growth rate of 14.92%and 13.23%,respectively.Conclusions The number of CDC institutions in Hunan Province is seriously insufficient,the number of health personnel team needs to be improved,the fund operation situation is relatively severe,and the financial investment mechanism needs to be optimized.
