国土空间规划视角下耕地后备资源潜力评价——以南城县为例

Potential Evaluation of Cultivated Land Reserve Resources from the Perspective of Territorial Space Planning:a Case Study of Nancheng County

耕地后备资源潜力分析是国土空间规划编制的重要内容,为保障县级国土空间规划中耕地资源的合理利用,对耕地后备资源潜力的合理分析尤为重要。本文以南城县为例,用因素叠加分析法、空间分析及数理统计、各乡镇潜力系数测算等方法对南城县未利用地土地开发资源潜力、农用地土地整治新增耕地潜力及建设用地整理新增耕地潜力分别进行分析,得出不同土地利用类型中的耕地潜力指标,从而分析评价耕地后备资源潜力,为编制南城县国土空间规划中涉及用地需求的编制内容提供科学的数据参考和理论依据。

Potential analysis of cultivated land reserve resources is an important part of land spatial planning,especially for ensuring the rational utilization of cultivated land resources in county-level land spatial planning.Take Nancheng County,for example,using the methods of factor superposition analysis,spatial analysis and mathematical statistics,and the calculation of the potential coefficient of each village and town,this paper analyzes the development potential of unused land resources,the potential of new cultivated land for agricultural land renovation and the potential of new cultivated land for construction land consolidation in Nancheng County,respectively,the potential indexes of cultivated land in different land use types are obtained,so as to analyze and evaluate the potential of cultivated land reserve resources,and to provide scientific data reference and theoretical basis for the compilation of land use demand in the territorial spatial planning of Nancheng County.
