基于TOPSIS方法的城镇建设用地节约集约利用评价——以南京市六合区为例

Evaluation of Economical and Intensive Use of Urban Construction Land Based on TOPSIS Method:a Case Study of Luhe District in Nanjing Province

节约集约利用是提高城镇建设用地利用效率和产出效益的根本途径,是未来城市发展的根本出路,也是推进生态文明建设的根本要求。通过构建相关评价指标体系,采用TOPSIS方法对南京市六合区各镇街的建设用地节约集约利用水平进行评价,评价结果表明,2019年六合区各镇街的建设用地节约集约综合利用排序为:雄州街道>龙袍街道>金牛湖街道>横梁街道>龙池街道>程桥街道>马鞍街道>竹镇镇>冶山街道。其中,龙池街道的建设用地利用水平最高,而冶山街道的利用水平最低;雄州街道的建设用地效益最高,而竹镇镇的建设用地效益最低。为了提升六合区建设用地节约集约利用的整体水平,未来需要六合区各镇街协调合作,共同致力于“大美六合”的建设。

Economical and intensive use is the fundamental way to improve the utilization efficiency and output benefits of urban construction land,the fundamental way out for future urban development,and the fundamental requirement for promoting the construction of ecological civilization.Through the establishment of a relevant evaluation index system,the TOPSIS method was used to evaluate the level of economical and intensive use of urban construction land in the Luhe District,the evaluation results show that in 2019,the comprehensive utilization order of construction land saving and intensive of towns and streets in Luhe District is:Xiongzhou>Longpao>Jinniuhu>Hengliang>Longchi>Chengqiao>Ma’an>Zhuzhen>Yeshan.Among them,Longchi has the highest utilization level of construction land,while Yeshan has the lowest utilization level;Xiongzhou has the highest construction land benefit,while Zhuzhen has the lowest construction land benefit.In order to improve the overall level of economical and intensive use of urban construction land in Luhe District,in the future,it is necessary to coordinate and cooperate with all the streets or towns of Luhe District to jointly commit to the construction of more beautiful Luhe.
