城市环境信息服务均等化的影响因素研究——基于系统动力学的模型构建与分析 被引量:1

摘要 为保障城市公众都能享有大致均等的公共服务进而探析影响城市环境信息服务均等化的因素,并为日后城市环境信息服务均等化的发展提供借鉴。通过阅读大量文献提取了影响城市环境信息服务均等化的因素,构建系统动力学模型并运用VensimPLE软件进行仿真模拟。最终证实影响城市环境信息服务均等化的正相关因素为“上级政府政策采纳率”“人工智能技术研发投入比例”“城市万人均经济收入”等;负相关因素为“技术风险”;而“公众压力”与政府环境信息服务均等化并没有明显直接的相关关系。 In order to ensure that the urban public can enjoy roughly equal public services,this paper analyzes the factors affecting the equalization of urban environmental information services,and provides reference for the development of equalization of urban public services in the future.Through reading a large number of literature,integrating the survey data of government information website,and clarifying the concept of equalization of urban environmental information services,the factors affecting the equalization of urban environmental information services are extracted.Vensim PLE software is used to build the system dynamics model and carry out the simulation.Finally,it is confirmed that the positive factors affecting the equalization of government environmental information services are"policy adoption rate of superior government""proportion of technology R&D investment""per capita expenditure on image and sound recognition processing technology";The negative correlation factor is"technology risk";However,there is no obvious direct relationship between"government's willingness to innovate"and"government pressure"in the equalization of government environmental information services.
