实现人人享有终身学习机会:方向、框架与行动路径——UIL《2022-2029年中期战略》之解析

摘要 终身学习是可持续发展的重要基石。作为联合国《2030年可持续发展议程》实施攻坚阶段的标志性成果,2022年3月,联合国教科文组织终身学习研究所(UIL)发布了《人人享有终身学习机会:2022-2029年中期战略》,旨在促进人人都能成为一个有机会、有能力和有效率的终身学习者。该《战略》进一步明确和深化了推进可持续发展的三大核心主题:建立优质的学习生态系统;融通贯穿所有公民终身的技能培育;让终身学习具有真正的包容性。其发展框架兼顾了学习内容的重新定义、边缘化群体的需求、科技赋能下的学习和教育者的转型以及促进城乡合作的关键议题。同时,《战略》提出了“建立学习中心,以提供坚实的数据支撑,扩大学习型城市网络的影响力,支持地方、国家和全球层面的终身学习政策制定、实施与强化评估”的行动路径,这对我国服务全民终身学习体系的进一步建构、精化、细化和深化具有重要价值。 Lifelong learning is an important cornerstone of sustainable development.At present,it is at the critical stage of the implementation of the United Nations 2030 Agenda for Sustainable Development.The global challenges facing mankind remain formidable.To this end,in March 2022,the UNESCO Institute for Lifelong Learning released Lifelong Learning Opportunities for All:A Medium-Term Strategy 2022-2029,which aims to promote opportunities for everyone to be an opportunity,competent and effective lifelong learners.Therefore,the strategy focuses on three main themes:building a high-quality learning ecosystem from content,technology and educator levels;integrating skills development throughout the life of all citizens;making lifelong learning truly inclusive,enabling everyone to learn.Its development framework includes redefining learning content,focusing on the needs of marginalized groups,emphasizing technology-enabled learning and the transformation of educators,promoting urban-rural cooperation.At the same time,it proposes to establish a learning center to provide solid data support,expand the influence of the learning city network,and support the action path of lifelong learning policy formulation,implementation and enhanced evaluation at the local,national and global levels.This is of great value to the further construction,refinement and deepening of our country’s service lifelong learning system for all.
