面对全球生态环境问题的日趋凸显,我国恰处于复杂大变局的严峻大考之下,绿色经济技术迅速发展,人们对清洁美丽的期许及无碳目标的愿景日益强烈。在十三届全国人大四次会议上,国务院明确要全方位、多点面落实碳达峰、碳中和(以下简称“双碳”)的各项工作,以期在优化产业结构和能源结构的基础上有效推动可持续发展。这就要求一手抓生态文明,一手抓经济发展,不仅对创新发展中国特色绿色金融理论提出了新时代下的新要求,也彰显出绿色经济转型总体部署的战略定力。厘清中国特色绿色金融理论的生成逻辑,诠释该理论在新阶段新形势新发展格局下的现实境遇,探析创新发展路径,为全球构建地球生命共同体贡献中国智慧和中国方案。

In face of the increasingly prominent global ecological environment problems and the rapid development of green economy and technology,people’s expectation of clean world and the vision of no carbon goal becomes strong.The State Council made it clear that it would implement carbon peak and carbon neutralization policies in an all-round manner to optimize industrial structure and energy mix to promote sustainable development at the fourth session of the 13th National People’s Congress.This requires more efforts should be put in ecological conservation while develop the economy in the new era.It is important to analyze the logical and historical contents of green finance theory with Chinese characteristics and then find practical ways to promote green finance to achieve carbon peaking and carbon neutrality goals.
