我国校园足球政策执行力评价指标体系的构建

Construction of Evaluation Index System for Implementation of Campus Football Policy in China

校园足球政策执行力评价指标体系是全面科学审视我国校园足球政策执行力的重要理论依据和参考工具。运用文献资料法、德尔菲法、层次分析法等研究方法,从个人执行力、组织执行力、校园足球政策本身、校园足球政策执行资源与环境和执行效力5个维度出发,对我国校园足球政策执行力进行研究。经过对两轮德尔菲法专家调查结果的整合调整,构建出包含“个人执行力”“组织执行力”等5项一级指标,“校长”“组织机构”等12项二级指标以及33项三级指标的校园足球政策执行力评价指标体系,进而运用层次分析法对各项评价指标的权重进行取值,并对各项评价指标进行释义,旨在为评价我国校园足球政策执行力提供科学合理的参考依据和工具选择。

The evaluation index system of campus football policy implementation is an important theoretical basis and reference tool for comprehensively and scientifically examining the implementation of campus football policy in China. Using the literature method,Delphi method and hierarchical analysis, it studied the implementation of school football policy in China from five dimensions,individual implementation, organizational implementation, school football policy itself, resources and environment for school football policy implementation and implementation effectiveness. After integrating and adjusting the results of the two rounds of Delphi method expert survey, five primary indicators were constructed, including individual execution, organizational execution, headmaster,organization and organization. A system of evaluation indicators for the implementation of school football policies, including 12secondary indicators such as organization and 33 tertiary indicators. In addition, the evaluation indexes were weighted using the hierarchical analysis method, and the evaluation indexes were interpreted to provide a scientific and reasonable reference basis and tool for evaluating the implementation of school football policies in China.
