乡村振兴战略下农村体育治理的现实困境、理论逻辑与实现路径

Realistic Predicament, Theoretical Logic and Realization Path of Rural Sports Governance under the Strategy of Rural Revitalization

农村体育是乡村振兴的重要内容和文化基石,农村体育治理体系建设和治理能力提升是推进乡村振兴战略的时代选择。文章立足于乡村振兴战略,剖析农村体育治理的现实困境、理论逻辑与实现路径,在此基础上深入探究农村体育治理工作的“中国道路”。研究结果表明:经济基础的非衡性、权威来源的唯一性、主体参与的缺失性、运作过程的单向性是新时代农村体育工作必须直面的问题,农村体育治理要强化党的全面领导,依托乡村振兴战略建构“地方政府-社会组织-市场机构”多元主体的协商共治模式,实现农村体育治理的自治、法治、德治目标。

Rural sports is the important content and cultural cornerstone of rural revitalization.The construction of rural sports governance system and the improvement of governance ability are a choice of the times to promote the rural revitalization strategy. Based on the strategy of rural revitalization, this paper analyzes the practical predicament, theoretical logic and realization path of rural sports governance, and on this basis deeply explores the "Chinese road" of rural sports governance.The results show that: unbalanced economic foundation, sole authoritative sources, absence of main body, unidirectional operation process are the problems that rural sports work has to be faced with in the new era. To achieve the goals of autonomy, rule of law and moral governance in rural sports governance, the Party’s overall leadership should be strengthened in rural sports governance, and the consultation and common governance model of "local government-social organizations-market institutions" should be constructed based on the rural revitalization strategy.
