Research on Financial Support for the Development of Cross-border E-commerce: Progress, Challenges and Advancement

跨境电商是具有“买全球、卖全球”特征的贸易新业态,近年来其规模不断扩大,有助于形成双循环新发展格局。其中,跨境金融政策不断出台、跨境支付能级持续提升,融资渠道的拓宽以及外汇领域便利化举措的实施使得跨境电商发展取得了重要进展。但同时,跨境支付结算存在结构性问题、跨境电商融资难、外汇领域服务存在短板以及综合性金融服务无法及时跟进,因此需要从构建多元化支付结算方式、整合多样化融资渠道、充分发挥外汇管理工具的效能、加强综合性金融产品和服务的创新开发以及构建共享式数据体系并拓宽多维应用场景五个方面入手,推进金融支持跨境电商发展。

Cross-border e-commerce is a new trade format with the characteristics of“buying the world and selling the world”, and its scale has been expanding in recent years, which help to form a“dual circulation”development pattern. Among them, the continuous introduction of cross-border financial policies, the continuous improvement of cross-border payment levels, the expansion of financing channels and the implementation of facilitation measures in the foreign exchange field have made important progress in the development of cross-border e-commerce, but at the same time, there are structural problems in cross-border payment and settlement,difficulties in cross-border e-commerce financing, shortcomings in foreign exchange services, and comprehensive financial services can not be followed up in time. Therefore, the next step is to promote financial support for the development of cross-border e-commerce from five aspects: building diversified payment and settlement methods,integrating diversified financing channels, giving full play to the effectiveness of foreign exchange management tools,strengthening the innovative development of comprehensive financial products and services, building a shared data system and expanding multi-dimensional application scenarios.
