基于讨价还价模型的土地经营权流转价格研究

Research on the transfer price of rural land management right based on the bargaining model

农村土地“三权分置”改革的推进有效地促进了农地流转进程的加快。农地流转有助于实现农地适度规模经营,提升农业生产率,带动农民脱贫致富,加快农村农业现代化的实现。但随着农地流转规模增加,农地经营权流转定价不规范等问题在土地流转市场中逐渐显现出来。目前,我国农地经营权流转定价不仅缺乏统一、规范的标准,还缺乏专业的机构和人员,这使得价格机制难以调控土地经营权的供需平衡,故对土地经营权流转价格的研究尤为紧迫。在现有研究基础上构建具有破裂风险、贴现和内部选择的讨价还价模型来分析农地流转价格,讨论农地流转参与者的均衡点,分析模型中的参数选择,并将理论模型应用于实际案例中。研究最后从贴现率、谈判破裂点、内部选择点3个方面对土地经营权流转定价问题做了进一步讨论并提出针对性意见,用于指导现实农地流转。

The promotion of“Separation of Three Rights”of rural land has effectively accelerated the process of farmland transfer.Farmland transfer is conducive to the realization of moderate scale management of farmland,improving agricultural productivity,driving farmers out of poverty and getting rich,and accelerating the realization of agricultural and rural modernization.However,with the increase of the scale of farmland transfer,problems such as unreasonable pricing of the transfer of agricultural land management rights have gradually emerged in the land transfer market.At present,there is a lack of both unified pricing standards,and professional organizations and talents in China’s agricultural land management rights transfer transactions,which makes it difficult for the price mechanism to regulate the balance between supply and demand of land management rights.Therefore,it is particularly urgent to study the transfer price of land management rights.Based on this,this paper constructs a bargaining model with fracture risks,discounting and internal selection to analyze the price of farmland transfer,discusses the equilibrium point of the participants of farmland transfer,analyzes the parameter selection in the model,and applies the theoretical model to real cases.In the end,the paper further discusses the pricing of land management right transfer from three aspects,namely discount rate,negotiation breakdown point and internal selection,and puts forward targeted suggestions to guide the real farmland transfer.
