公共产品理论视角下的退役军人优抚安置工作提升路径研究

Research on the Promotion Path of Preferential Care and Placement for Veterans from the Perspective of Public Product Theory

十九大后,国防和军队现代化进程加速推进,国家经济实力持续稳步发展,越来越多的目光开始聚焦社会建设和治理,在此背景下退役军人优抚安置工作所处的环境也发生了较大变化。优抚安置工作中一些更复杂、更深的问题和矛盾进一步显现,部分地区还存在着认识理解偏差、服务水平有待提升、参军优待措施有待优化等问题。依托公共产品理论,进一步厘清优抚安置的公共产品属性及工作要求,从当前退役军人优抚对象面临的现实境遇着手,分析多元联动的退役军人优抚安置工作提升路径。

Since the 19th National Congress of the Communist Party of China,the modernization of national defense and the military has accelerated,the country’s economic strength has developed continuously and steadily,and more and more attention has focused on social construction and governance,in which context the environment of the veterans’preferential care and placement work has also undergone profound changes.Some deep-seated contradictions and problems in our work have become increasingly prominent,and there are still some problems in some regions,such as bias in understanding,lagging preferential standards,large regional differences and difficulties in coordination and implementation,etc.Based on the public product theory,this paper further clarifies the public goods attribute and working requirements of veterans’preferential care and placement,and analyzes the multi linked path to improve the work of veterans’welfare and resettlement from the realistic situation faced by veterans’welfare recipients.
