摘要
从举办主体、法律保障、师资聘任、课程设置、场所设定与规划等方面入手,对美国、英国、瑞典、澳大利亚、日本等主要国家社区托育服务供给模式进行分析,形成对我国3岁以下婴幼儿社区托育服务供给体系建设的积极借鉴:强化政府责任,增加社区托育服务有效供给;调动社区资源和社会力量,促进参与主体多元化;明确准入标准,深化托育专业师资培养培训体系改革;构建课程体系,彰显课程的科学性、逻辑性和本土化;促进区域合理布局,提升环境的适宜性;推进托育国家立法,鼓励地方先行先试。
Starting from the aspects of the host, legal guarantee, teacher appointment, curriculum setting, place setting and planning, this paper analyzes the supply modes of community nursery service in major countries such as the United States, Britain, Sweden, Australia and Japan, and forms a positive reference for the construction of community nursery service supply system for infants under 3 years old in China: strengthening the government’s responsibility and increasing the effective supply of community nursery service;Mobilize community resources and social forces to promote the diversification of participants;Clear access standards, deepen the reform of the training system for kindergarten teachers;Constructing the curriculum system, highlighting the scientificity, logicality and localization of the curriculum;Promote the rational distribution of regions and enhance the suitability of the environment;Promote national legislation and encourage local governments to try first.
