新时代淬炼高校领导干部法治思维和依法办事能力的要求及路径

The Requirements and Ways to Harden the Thinking of the Rule of Law and the Ability to Handle Affairs According to Law of Leading Cadres in Colleges and Universities in the New Era

法治思维和依法办事能力是两个相互递进的范畴,前者注重主观思维,后者注重客观行动,两者的交汇点或者说主客观相统一的耦合处在于法治的原则、法治的精神和法律的规范。进入新时代,在我国二元立法体制之下,高校领导干部淬炼法治思维和依法办事能力就要把国家法律和党内法规学深悟透,进而交融运用于具体工作环节。法治思维要求摒弃传统的人治思维、经验思维和变通思维,践行想问题、做决策、办事情依法依规,把思维和行为匡正于法律规则和法治体系之内,把法治之治镌刻在中华民族复兴之路上。

The thinking of the rule of law and the ability to handle affairs according to law are two mutually progressive categories.The former pays attention to subjective thinking and the latter pays attention to objective action.The intersection of the two lies in the principle of the rule of law,the spirit of the rule of law and the norms of the law.In the new era,under the dual legislative system of our country,the leading cadres of colleges and universities should thoroughly understand the national laws and inner-party laws and regulations,and then apply them to the specific work links to train their thinking of the rule of law and their ability to handle affairs according to law.Thinking under the rule of law requires abandoning the traditional thinking of rule by man,empirical thinking and flexible thinking.Thinking about problems,making decisions and doing things in accordance with the law,and rectifying thinking and behavior within the legal rules and the rule of law system engrave the dimension of the rule of law on the road to the rejuvenation of the Chinese nation.
