新形势下高校反电信网络诈骗犯罪体系的构建——以四川S大学为例

System Construction of Fighting against Telecom Network Fraud Crime in Colleges and Universities under the New Situation

电信网络诈骗犯罪已经成为危害高校学生财产安全的主要犯罪形式,是高校安全稳定和平安校园建设面临的一个严峻问题。深入分析当前高校电信诈骗犯罪呈现出的新特点、新趋势,并在此基础上提出治理对策,具有十分重要的意义。基于多元主体协同治理视角,高校应将保卫部门等主体纳入多元协同治理框架,制定工作规划,强化目标导向,加强宣传教育,建构前置化安全预警措施,建立协同沟通机制,精准预防阻断电信网络诈骗、协同应对突发事件,减轻涉案影响等。

The crime of telecom network fraud,a serious problem facing the construction of safe,stable and peaceful campus,has become the main form of crime that endangers the property safety of teachers and students in colleges and universities. It is of great significance to deeply analyze its new characteristics and trends,and put forward countermeasures. From the perspective of multi-subject collaborative governance,government departments can incorporate subjects like security departments into the multi-coordinated governance framework. Work plans should be formulated,target orientation should be emphasized,publicity and education should be strengthened,pre-warning security measures should be constructed,a coordinated communication mechanism should be established,responses to emergencies should be coordinated,and the impact of cases involved should be reduced.
