Current situation,problems and countermeasures of transformation of scientific and technological achievements in water conservancy

近年来,各级水利部门积极探索,大量水利科技成果实现转化应用,为支撑和服务水利改革发展发挥了积极作用。同时,也暴露出促进成果转化的政策不完善、机制不健全,成果转化率不高以及成果转化投入不足等问题。在此形势下,迫切需要通过完善政策制度、创新成果转化机制、夯实基础能力等,加快推进水利科技创新及成果转化,更好地服务新时期水利高质量发展。

In recent years,water conservancy departments at all levels have actively explored,transformed and applied a large number of scientific and technological achievements in the field of water conservancy,which have played an active role in supporting the reform and development of water conservancy.However,such efforts have been hindered by imperfect policies and mechanisms in promoting the transformation of achievements,low conversion rate,and insufficient investment for transformation.Therefore,it is urgent to accelerate the innovation and transformation of scientific and technological achievements in water conservancy through improving the policy system,innovating the transformation mechanisms,and enhancing capabilities,so as to better serve the high-quality development of water conservancy in the new era.
