异质环境规制、政府支持与企业绿色创新效率——基于两阶段价值链视角

Heterogeneous Environmental Regulation,Government Support and Enterprises’Green Innovation Efficiency:From the Perspective of Two-stage Value Chain

基于两阶段价值链视角,综合利用静态面板和动态GMM面板模型分析异质环境规制对企业绿色创新两阶段效率的U形或倒U形影响,分别探索政府科技支持与环保支持在两阶段中的调节效应。研究表明:(1)激励型环境规制对绿色科技研发效率具有“先抑后扬”的U形影响,绝大多数省份环境规制水平尚未跨过拐点,其与绿色成果转化效率呈倒U形关系;投资型环境规制对两阶段效率均具有倒U形影响;命令型环境规制则分别与绿色科技研发和成果转化效率呈倒U形和U形关系。(2)政府科技支持负向调节激励型和投资型环境规制对绿色科技研发效率的影响,而正向调节命令型环境规制对绿色科技研发效率的倒U形影响;政府环保支持正向调节投资型和命令型环境规制与绿色成果转化效率的倒U形和U形关系。

Based on the angle of value chain in two stages,static panel and dynamic GMM panel model are comprehensively used to analyze the U-shaped impact of heterogeneous environmental regulations on the two-stage efficiency of enterprises’green innovation,and moderating effect of government science and technology supportand environmental protection support in two stages are respectively explored.The results show that:(i)Incentive environmental regulations have a U-shaped impact on the efficiency of green R&D,the level of environmental regulation in most provinces has not crossed the turning point,and there is an inverted U-shaped relationship with the efficiency of achievement conversion and environmental regulations.Investment environmental regulations have an inverted U-shaped impact on the efficiency of the two stages,while command environmental regulations have an inverted U-shaped and U-shaped relationship on the efficiency of green R&D and achievement conversion respectively.(ii)Government technology supports has negative adjustments to the impact of incentive and investment environmental regulations on green R&D efficiency,while it has positive adjustments to the inverted U-shaped relationship between command environmental regulations and green R&D efficiency.The government’s environmental protection support positively regulates the inverted U-shaped and U-shaped relationship between investment-based and command-based environmental regulations and the conversion efficiency of green achievements.
