历史制度主义视域下党内巡视制度的演变逻辑与现实进路

The Evolutionary Logic and Realistic Approach of the Inspection System Under the Perspective of Historical Institutionalism

历史制度主义视域下,中国共产党党内巡视制度具有制度生成的逻辑起点、制度重启的关键拐点、制度发展的重要控点和制度完善的崭新起点等四个关键节点,呈现出明显的历史波动性。在关键节点基础上对党内巡视制度进行勾勒,我们可以发现党内巡视制度大致分为起步奠基期、摸索摇摆期、恢复发展期、拓展创新期四个阶段,表现出一定的路径依赖性,整体呈现出一种渐进式转型的制度变迁进程。当前,我们要紧密结合时代需要,全面推进巡视制度改革;健全联动工作格局,促进一体协同作用发挥;完善监督体制机制,优化巡视监督治理模式;构建巡视工作长效机制,创新巡视成果运用方式,使之成为国家治理体系和治理能力现代化进程中的新型治理机制。

Under the perspective of historical institutionalism,the internal inspection system of the Communist Party of China has four key nodes,including the logical starting point of system generation,the key inflection point of system restart,the important fulcrum of system development,and the new starting point of system improvement,showing obvious historical volatility.On this basis,the Party inspection system can be roughly divided into four stages:the foundation,the exploration,the recovery and development,and the expansion and innovation,showing a certain path dependence and presenting a gradual institutional change on the whole.At present,we should closely combine the needs of the times,and comprehensively promote the reform of the inspection system.Efforts should also be made to improve the linkage work pattern to promote collaboration,improve the supervision system and optimize the governance model for inspection,build a longterm mechanism for inspection work,and innovate the application of inspection results,so that it becomes a new governance mechanism in the process of modernization of China's system and capacity for governance.
