基于“空天地人”四位一体的森林火情监测预警指挥系统设计与实现

Design and Implementation of Forest Fire Monitoring andWarning Command System Based on"Air,Sky,Ground and People"

针对阳城县当前防火现状及业务需求,构建了一套森林草原防灭火智能监测预警指挥系统。首先对预警系统的建设内容、技术路线进行简要介绍;其次对慧眼卫星监测、无人机监测、高点云台监测、智能卡口监测等“空天地人”四位一体监测体系进行重点论述;最后从基础应用、三维地图、调度APP等三方面出发,对系统所发挥的监测、预警、研判、调度功能进行分析探讨。目前,该系统已投入使用,有效解决了火情发现难、核查确认慢、信息传递效率低等难题,为提高森林资源监管能力和森林火灾数字治理水平提供了重要的科技支撑。

Aiming at the current fire prevention situation and business demand of Yangcheng County,this study constructs a set of for-est grassland fire prevention and control intelligent monitoring and warning system with full coverage.Firstly,the construction con-tent and technical route of early warning system are briefly introduced.Secondly,the"air,sky,ground and people"monitoring sys-tem,including satellite monitoring,unmanned aerial vehicle monitoring,high point yuntai monitoring,intelligent bayonet monitor-ing,etc.are mainly discussed.Finally,the monitoring,warning,research and scheduling functions of the system are analyzed and discussed from three aspects of basic application,3D map and scheduling APP.At present,the system has been put into use,effec-tively solving the problems of difficult fire detection,slow verification and confirmation,low efficiency of information transmission,and providing important scientific and technological support for improving the ability of forest resources supervision and the level of forest fire digital management.
