New Trends in Barrier-free Environment Construction

本文通过将新颁布《建筑与市政工程无障碍通用规范》与现行无障碍相关规范进行比较解读,总结了新规范四个方面的巨大变化及其对无障碍环境建设的重要意义。同时,分析《建筑与市政无障碍通用规范》在未来实施过程中可能遇到的挑战,并基于无障碍环境建设与残障人士权益保护,从政策、社会力量和工程实践三个方面对规范的发展与执行提出了建议。

By comparing the General Codes for Accessibility of Building and Municipal Engineering with other current codes,this paper summarizes the great changes in four aspects of the new code and its important significance to the construction of barrier-free environment.At the same time,this paper analyzes the challenges that may be encountered in the future implementation of the General Codes for Accessibility of Building and Municipal Engineering,and puts forward some suggestions on the development and implementation of the code from three aspects,including policy,social forces and engineering practice,based on the construction of barrier-free environment and the protection of the rights and interests of the disabled.
