摘要 政策风险的产生、分配与防控过程,共同构成了政策风险的治理逻辑。民办教育分类管理过渡期,存在着来自政策系统内部或外部环境中的诸多风险,可能导致政策实施偏离预期目标。这些风险因素通过不同的方式,有所差异地分配给民办学校的举办者、管理部门、不同学段学校。为确保民办教育分类管理稳步实施,需从重塑决策伦理、推进制度建设、加强机制创新和强化专业引领等方面,对其过渡期的风险进行综合治理。 The generation,distribution and prevention of policy risks,in their process,together constitute the management logic of policy risks.During the transitional period of classified management of private education,there exist many risks from the internal or external environment of the policy system,which may lead to the deviation from the expected target in the implementation of the policy.These risk factors are differentially allocated to the organizers of private schools,the administrative departments,and the schools of various stages through different means.In order to ensure the steady implementation of classified management of private education,it is necessary to comprehensively manage the risks in the transitional period in the following aspects:reshaping the decision-making ethics,promoting system construction,strengthening mechanism innovation,and strengthening the professional guidance etc.
