乡村振兴战略视角下粤港澳大湾区特色小镇科学建设与发展路径研究

Research on the Scientific Construction and Development Path of the Featured Towns in Guangdong-Hong Kong-Macao Greater Bay Area from the Perspective of Rural Revitalization Strategy

国家引导支持特色小镇开发建设以来,粤港澳大湾区特色小镇的建设拉动了经济的发展,推动了产业创新,改善了生态环境,夯实了文化底蕴。与此同时,特色小镇建设速度缓慢、旅游元素尚欠科学规划、特色产业未能与文化有机融合等问题也日益凸显。粤港澳大湾区特色小镇建设必需在“三保障”上科学规划。一是得力的组织领导、到位的政策扶持和充足的要素资源建设保障,二是自然景观资源和人文景观资源、特色产业、特色环境和完善的公共设施的硬件要素保障,三是塑造特色形象、培育特色产业、打造亮点区块、强化旅游元素和编导与讲述故事的软件建设保障。

Since China began to guide and support the construction and development of featured towns,in Guangdong-Hong Kong-Macao greater bay area,the featured towns have been constructed,which has driven the economic development,promoted industrial innovation,improved the ecological environment,and enriched the cultural background.At the same time,there also appear some prominent problems,for example,the speed of the construction of featured towns is slow,the tourism elements still lack scientific planning,and the featured industry can’t be integrated with culture etc.The construction of featured towns in the Guangdong-Hong Kong-Macao greater bay area should be scientifically planned on the basis of“three guarantees”.The first guarantee is to safeguard the competent organization and leadership,the sufficient policy support and enough construction of element resources;the second guarantee is to safeguard the hardware elements such as the natural landscape and cultural landscape resources,the featured industry,the featured environment,and complete public facilities;and the third guarantee is to safeguard the software construction such as shaping the featured image,developing the featured industry,building the highlighted blocks,strengthening the tourism elements,and writing and telling the stories.
