建设海洋强国是中国特色社会主义的重要组成部分,既是近代中国有海无防历史教训的汲取,也是实现伟大民族复兴的迫切需要,需要在把握规律、立足国情的基础上,从向海图强与民族复兴、陆地与海洋、海洋资源开发与海洋生态保护、海洋经济发展与海洋科技水平提升、海洋维权与海洋合作、海军建设与海军转型六个方面统筹实施,建设海洋强国的六维统筹路径是一个互动共生、相互依赖的有机整体,既是世界海洋发展规律的总结,又符合中国经略海洋、认识海洋、利用海洋的实际需要,能够极大助力海洋强国战略的实现.

Building a maritime power country is an important part of socialism with Chinese characteristics, which is not only the drawing of the historical lessons of modern China’s sea defense, but also the urgent need to realize the great national rejuvenation, which needs to be implemented from six aspects: strengthening the sea and national rejuvenation, land and sea, marine resources development and marine ecological protection, marine economic development and marine science and technology level improvement, marine rights protection and marine cooperation, naval construction and naval transformation on the basis of grasping the law and basing on national conditions. The six-dimensional overall path of building a marine power is an interactive, symbiotic, interdependent organic whole, which is not only a summary of the law of the development of the world’s oceans, but also conforms to the actual needs of China’s economic and strategic oceans, understanding the oceans, and using the oceans, which can greatly help the realization of the strategy of marine powers.
