现代化治理框架下中国环境规制政策演变研究

Research on the Evolution of China’s Environmental Regulation Policy under the Framework of Modern Governance

环境治理与优化是经济高质量发展背景下和现代化治理框架下首当其冲的奋斗目标。挖掘政策文本所呈现的内容,深入探究环境规制政策在内容维度的演变进程,对于深入完善环境政策体系、提升环境治理工作成效具有重要意义。在现代化治理框架下,循前人足迹采用内容量化分析法,梳理现行中国环境规制政策及其演变规律,从发文时间、发文主体、政策工具三个方面探寻中央政府机构在1990-2019年间颁布的43件政策文本的变化趋势。研究结果显示:环境保护政策的内容逐渐具体、可操作性逐渐增强、工具类型逐渐多样化,因此应将加强发文主体多部门联动、推进各类环境政策工具的协调使用作为优化路径。

Environmental governance and optimization is the first target under the background of high-quality economic development and the framework of modern governance.It is of great significance to explore what the policy text presents and the evolution process of environmental regulation policy in the content dimension for further improving the environmental policy system and improving the effectiveness of environmental governance.Under the framework of modern governance,this paper follows the footsteps of predecessors and adopts quantitative content analysis method to comb out the current environmental regulation policies in China and their evolution rules,and explores the changing trend of 43 policy texts issued by central government agencies from 1990 to 2019 from three aspects:publication time,publication subject and policy tools.The results show that the content of environmental protection policies is becoming more and more specific,the operability is gradually enhanced,and the types of tools are gradually diversified.Therefore,the optimization path should be to strengthen the multi-department linkage of the main body of the document and promote the coordinated use of various environmental policy tools.
