装备制造集团科研项目立项评价体系研究

Study on Evaluation System for Scientific Research Project of Equipment Manufacturing Group

从实际需求、产业特殊性、管理惯例出发,开展综合性装备制造集团科研项目立项评价体系研究。通过调研和分析确定不同类型项目立项评价的主要指标,包括项目的必要性、项目的可行性、项目的成果与效益、项目的风险管控度四个一级评价指标和十五个二级评价指标,并通过层次分析法,确定各评价指标的权重,由此建立四类科研项目立项评价指标体系。对评价体系进行试运行反馈,确认所建立的装备制造集团科研项目立项评价体系能够规范科研项目立项评价管理,为科技投入的决策提供较为有效的分析数据,具有一定的指导意义。

Starting from actual need,industry particularity and management practice,a study on the evaluation system for scientific research project of comprehensive equipment manufacturing group was carried out.The main indicators of different types of project evaluation,including four first-level evaluation indicators such as the necessity of the project,the feasibility of the project,the result and benefit of the project,the risk management&control of the project and fifteen second-level evaluation indicators were determined through investigation and analysis,and through the analytic hierarchy process,the weight of each indicator was determined,and the evaluating indicator systems of four types of scientific research projects were established.The evaluation system was given trial operation feedback,and it was confirmed that the established evaluation system for scientific research project of equipment manufacturing group can standardize the evaluation management of scientific research project,and provide more effective analysis data for the decision-making of science and technology input,which has certain supervising significance.
